The DeSoto City Council unanimously approved (7-0) rezoning a 9.8-acre site from Office 1 to Mixed Use 1 on May 6, 2025. The property, owned outright by St. Stephen Community Church Inc., sits at the northwest corner of W. Danieldale Rd. and Bolton Boone Dr.

Council deliberations focused exclusively on the zoning change rather than the conceptual plan. Council Member Marks emphasized, "we should just stick with straight zoning," with Mayor Proctor and other members concurring. Council Member Parker raised questions about the proposed six-story buildings shown in renderings, resulting in clarification that MU-1 zoning limits height to four stories.

Council Member Raphiel directly questioned project timeline and financing status. The architect confirmed the development team is "securing financing" post-approval, with townhomes planned as phase one. The existing church will remain physically but be repurposed as a community center with the congregation relocating.

The P&Z Commission previously approved the rezoning request 6-0 on April 8, 2025. During this meeting, the city attorney provided crucial insight for developers: "We're only doing zoning... They could put one big apartment there if that's permitted... they don't have to do any of what they said."

Staff mailed 22 notifications to property owners within 200-400 feet, receiving one letter of support and zero opposition (0% opposition percentage). One resident, Akquila McDonald, expressed concern about neighborhood saturation with townhomes at the P&Z meeting, but this did not translate into formal opposition.

The concept presented by developer Tmain Smith includes luxury townhomes, condominiums, two 20,000 SF retail/office spaces, and a freestanding restaurant with sky bridge. The residential component was specifically described as "two family duplex" units rather than apartments.

The site is surrounded by vacant PD-121 zoning to the north and east, single-family residential to the south (PD-160), and Duncanville single-family residential to the west. DeSoto's 2024 Comprehensive Plan designates the parcel as "Destination Mixed Use," permitting various residential types including "low- and mid-rise apartments and condominiums."
