The city recently overhauled its development fee schedule with Ordinance 798, significantly increasing expenses for commercial projects. Permit fees now based on valuation, plan reviews, fire systems, and food service establishments will all cost you more. Even simple fences, retaining walls, and parking lots aren't immune from the fee hikes designed to 'cover costs' as the city puts it.Here are some specific details on how Ordinance 798 updating the fee schedule will affect real estate developers' projects in Everman:
Building permit fees for new commercial construction are now based on the declared valuation of the proposed improvements. This will increase permit costs for major commercial projects.
New commercial plan review fees were added, ranging from $55 for projects valued under $10,000 to over $1,100 for projects over $3 million. Developers will now have to pay these plan review fees in addition to permit fees.
New fees were added for commercial fences, retaining walls, parking lots, sidewalks/curbs, and other site improvements. These will increase costs for commercial site development.
Fire suppression system plan review fees are now $220-$850 depending on project size. Fire inspection fees range from $150 to over $1,500.
The fee for work without a permit doubled to equal the amount of the required permit fee. This emphasizes the importance of proper permitting.
Several plumbing, electrical, and mechanical permit fees increased such as for backflow devices, fixtures, and HVAC equipment.
Food service establishment permit fees increased to $450 for new facilities.
The city manager explained these fee increases will help cover the costs of permitting and inspections with the city's new processes and third-party review model.
