Ed Moore, Mayor Pro Tem of District 3, championed StoneHawk Capital Partners' 271-unit multifamily deal at 121 & 151 East I-30 in Garland. Moore underscored the project's alignment with long-term city plans, which have been in the works since 2016.

The project exemplifies a robust public-private partnership. StoneHawk committed to significant infrastructure improvements, including extending Thackery Road by approximately 1,100 linear feet, constructing a large detention pond serving adjacent properties, and creating a privately owned, publicly accessible pocket park. These commitments impressed Moore, who noted:

The development encompasses an 8.5-acre site with a density increase to 36 units per acre, up from 30. It features two 4-story buildings in an urban-style design with on-street parking and reduced parking ratios of 1.4 spaces per one-bedroom and 1.9 per two-bedroom unit.

StoneHawk is including 3 substantial public benefits in the deal.

  1. Publicly Accessible Pocket Park: The development features a pocket park that is privately owned and maintained but open to the public, providing a public amenity without costs to the City.

  2. Public Road Construction: The Developer will construct a new 50-foot right-of-way public road (Thackery Road) through the north portion of the property, improving connectivity and supporting future development.

  3. Detention Pond: The deal includes an enhanced existing drainage area into a 60,000 SF detention pond, serving this development and nearby properties/townhomes with stormwater management. Doubles as attractive frontage from I-30 per District 3 Council Member Ed Moore’s request.

The Garland City Council unanimously approved the rezoning request, amending Planned Development District 18-20 and introducing a Concept Plan for Multi-Family-2 (MF-2) Uses. Deputy Mayor Pro Tem Margaret Lucht strongly supported the product, even suggesting higher density.

I would be in favor of a higher density here. I think it's the perfect place for it, considering the neighbors you have to the east and the west, which is nothing.

Some council members raised concerns about infrastructure and connectivity. Councilmember Dylan Hedrick questioned the right-of-way dedication for Thackery Road, while Councilmember Jeff Bass expressed concerns about traffic flow.

Even with Thackery being developed, I'm just kind of curious why it's not conceptually going to Bobtown too. All of this is literally being supported by a road that's not even there yet.

Community response was limited. Three letters against the project were received from within the notification area, two against from outside, and one in support from outside. No one spoke against the project at the council meeting. Maxwell Fisher of ZoneDev reported a positive meeting with the Parks of Rose Hill HOA, noting their appreciation for the proposed public pocket park.

Commissioner Stephanie Paris, representing the project’s District 3, acknowledged that her questions from the pre-meeting had been addressed in the pre-meeting. Paris also mentioned that she had driven by the site, showing her engagement with the project.

No community opposition. 3 public assets. Unanimous approval. At this point, no affordability component was mentioned in the deal.

Leon Capital Group received the green light to turn 21 acres along West Campbell Road into two complementary products: 60 for-sale townhomes at 2302 West Campbell Road and 281 multifamily units at 2200 West Campbell Road. Both required zoning changes from PD District 22-20 and were unanimously approved by the Garland City Council.

This 12.9-acre site, under discussion since 1986, finally found a viable project after decades of failed proposals. Mayor Scott LeMay highlighted the site's history, originally envisioned as an office park with 5-7 story buildings, and supported the current plan.

There have been multiple projects come through on this property, and none of them have been able to make it work. But I think that this group has certainly put some thought into some of the adjacent, obviously the traffic issues, etc. I certainly support this.

With a density of 21.7-21.8 units per acre, the development targets young professionals and small families. District 7 Council Member Dylan Hedrick praised the developers for "going above and beyond" in community engagement and traffic improvements.

Unique aspects of the proposal include preserving an existing greenbelt as a natural buffer, grading the site 3 feet below adjacent townhomes for privacy, and voluntary traffic improvements. The developer also secured a 55-foot height allowance for one building to accommodate grade changes while maintaining a three-story appearance from the street.

Despite overwhelming council support, some community members expressed concerns. The city received 29 responses against the project, and resident Steve Austin voiced worries about density and neighborhood character. However, Austin also acknowledged that some of his concerns were alleviated after learning about the developer's plans to address privacy issues.

The project's approval reflects Garland's evolving approach to suburban development, with the site's "Urban Neighborhood" designation enabling higher density in a traditionally low-density area.

Leon Capital Group's 281-unit multifamily product received an 8-1 approval from the Plan Commission.

The developer's approach to traffic management and green space preservation resonated with most commission members. Proposed improvements include additional turn lanes on Campbell Road and a new median opening on Shiloh Road, potentially reducing wait times at the intersection by up to 50 seconds.

Julius Jenkins was concerned about the concept plan and future development, asking about the required number of amenities on the property. LCG confirmed compliance with city requirements with amenities like a resort-style pool, fitness center, and co-working spaces.

The community response was mixed. Joe Thomas, president of the Camelot Neighborhood Association but speaking as an individual, praised the developer's engagement and their quality standards.

I think Leon Capital Group has done a good job. They've got the site where they've done the drone, they know that they're keeping our wildlife, our preservation, green belt.

Despite District 7 Resident Becky Sans supportive sentiment, she expressed concerns about green space, wanting to avoid Garland becoming a “concrete jungle” and saying Garland needs “a lot more green space." John Sans also raised concerns about the proximity of apartments to the preservation area.

The preservation of the wooded buffer and proposed traffic improvements addressed major community concerns, contributing to the 8-1 in favor vote, with only 1st Vice Chairman Julius Jenkins voting against.

LCG Shiloh Townhomes

The Garland City Council unanimously approved Leon Capital Group's request to rezone 8.18 acres at 2302 West Campbell Road from Planned Development District 22-20 to Single-Family Attached District. The project proposes 60 for-sale townhomes across 14 buildings, with unit sizes ranging from 1,900 to 2,300 square feet and an estimated price point of $450,000.

Dylan Hedrick appreciated its consistency with existing guidelines and the developer's commitment to traffic improvements. Jeff Bass commended the proactive approach to addressing traffic concerns. Margaret Lucht praised the design, particularly its integration with the adjacent park.

And just going back to rely on our GDC (Garland Development Code) for design guidelines, I'm in support of this development…I appreciate your guys' willingness to go above and add an additional movement improvement there. The developer's traffic improvement plans, which exceed requirements, include adding a second westbound left-turn lane on Campbell Road and potentially a second eastbound left-turn lane or a northbound right-turn lane on Shiloh Road. These improvements aim to address the intersection's current congestion issues.

While 28 responses were received from the community (3 within the notification area, 25 outside), with the majority against the project, no one spoke in opposition during the council meeting. The project aligns with Garland's comprehensive plan for "Compact Neighborhoods," allowing moderate increases in residential density in the area.

Traffic issues were a main concern like its multifamily counterpart, but there was also pushback on the townhomes’ design following renderings shown in the developer’s presentation. One resident called the conceptual renderings "visually unappealing buildings."

On the positive side, Vice Chairman Julius Jenkins praised the addition of a trail connecting the development to the existing park trail, noting it added value to the community. Chairman Scott Roberts acknowledged the improvement in the plan compared to previous proposals, stating it is a "much better layout" and a "big improvement on both sides.
