When Commissioner Julia Perez asked which school district future residents would attend, it signaled her concern for how new multifamily housing impacts local education.
That question was the only hiccup for developer DHI Communities, a DR Horton affiliate, as they presented their plan for a 261-unit apartment complex at 2300 S. Forum Drive. With zoning already allowing multifamily use and their site plan aligning with the city's requirements, the project glided through the Grand Prairie Planning Commission.
Joe Lehman of Spires Engineering represented DHI Communities smoothly, touting how the site plan matches conceptual plans approved months earlier. By designing within the lines, DHI mitigated any community tensions.
Joe responded that the property is split between Arlington ISD and Grand Prairie ISD, so it would likely be around 50/50 split.
Staff stated the project meets all city regulations for density, parking, landscaping, and design standards. Staff recommended approval without any conditions.

Short-Term Rental 1-Year Ban

This item was brought forward at the direction of City Council, who wanted the Planning Commission to consider two options:
✔️ Option A - Ban short-term rentals in single-family residential districts
✔️ Option B - Impose a 1-year temporary ban on short-term rentals in all districts
The Commission had an extensive discussion weighing the pros and cons of each option.
Commissioner Madden expressed concern about allowing short-term rentals in townhomes, since owners share walls. She suggested amending Option A to also ban short-term rentals in townhome districts if that option is approved.
Commissioner Perez noted the need to balance homeowners' peace and privacy with opportunities like major events that utilize short-term rentals.
In the end, the Commission voted unanimously to recommend Option B, the 1-year interim ban on all short-term rentals. They want more data before permanent regulations. However, if City Council pursues Option A, the Commission recommends townhomes be excluded from short-term rental eligibility based on the shared walls.
