Leon Capital Group's 9.48-acre mixed-use product in Mansfield is increasing density while extending Cannon Drive, creating a "ring road" around Broad Street. The City approved an increase from 189 units to 319 in a 4-story product near single-family homes. Notably, the multifamily component of this development will be subtracted from the units previously allowed in the reserve Planned Development District, so the total unit count is maintained. The development includes multifamily housing, retail, and restaurant spaces, with buildings pushed to the street to create an urban, walkable environment.

A key feature is the extension of Cannon Drive, which Felix Saenz of Leon Capital described as "this really neat ring road that kind of surrounds Broad Street." This infrastructure improvement garnered support from Mayor Pro Tem Todd Tonore.

The extension of the roadway to me is a huge benefit, especially back behind the hospital and just gives us more access to Heritage.

The project aligns with the Mansfield 2040 land use plan, promoting walkability through reduced setbacks and mixed uses. It includes two small parking garages and a public park with features like a plaza, amphitheater, and walking trail.

Council discussions focused on traffic management and building height. Council Member Julie Short asked about access to Highway 360, concerned about "adding traffic onto our already busy streets." LCG confirmed that Emily Lane would provide access to the 360 service road.

Mayor Michael Evans raised questions about the impact of four-story buildings on neighboring properties.

The developer presented sight line studies to address these concerns, and city staff suggested strategic placement of canopy trees for screening.

The Planning and Zoning Commission had voted 7-0 to recommend approval, and the Department of Planning and Development Services also recommended approval. The City Council voted 6-1 to approve the first reading of the ordinance, with Council Member Brent Newsom, Place 3, voting against it. There was no community opposition at either meeting.

The deal is part of a broader transformation of the 360 corridor. City Planner Arty Wheaton-Rodriguez emphasized the plan for this area: a stadium, entertainment venues, and a potential town center.

LG Emily Lane is part of a two-phase plan to connect Cannon Drive from Miller Road to Matlock Road, which involves a partnership between Leon Capital Group, Mansfield, and Tarrant County. The development leverages a TIRZ agreement, mandating 9,000 square feet of retail space.

Luxury features and a one-acre civic space, potentially featuring an amphitheater and dog park. This aligns with Mansfield's 2040 Plan goals, including integrating 'public and private amenities aimed toward residents, businesses, and visitors.' This district is described in the staff report as enabling 'a development pattern that is compact, mixed-use, walkable, and sustainable.'

Commissioners’ reception of the deal was largely positive but also included concerns. Here are the positives and negatives, grouped by commissioner.

Vice-Chair Blake Axen praised the overall concept but criticized the parking design. Axen expressed concerns about the impact of parking garages on the park's appeal and suggested consolidating to one garage with more street parking.

I think the one over here by the park detracts from that amenity. I don't know if I want to play in a park that sits in the shadow of a parking garage like that.

I think what you brought to us tonight is a pretty solid look at what to do with this property. I was really pleased with how the Sydney turned out when we got that one through, and this definitely fits in that transition that we want to see between something like the Sydney and the residential that was there existing, and the more commercial development that's gone along on Broad Street.

Chair Mainer hesitated about the increased unit count, citing concerns about potential community reaction to additional multifamily units. However, it's important to note that no actual community opposition occurred at either meeting.

Some heartburn in regards to the number of units increase from where we are. We know that we have a lot of units that have already been approved up to this point that still have not been built, and as we approve more units, I can just hear the community now saying, 'Okay, here we go again, we're adding more multifamily units.

Despite earlier concerns, Mainer supported the mixed-use concept and its suitability for the location.

I don't have any oppositions against the project itself. I think it's a perfect place for mixed-use, which is great, which is what we want to have there and a good development to take place.
