Ben Breunig and the City of Mansfield are partnering to bring 57.95 acres of multifamily and mixed-use product to east Mansfield. The deal uses S (South Mansfield Form Based Development) to enable a compact, mixed-use, walkable development along Highway 287. Breunig has partnered with public entities in the past with a PFC in Dallas’ Bishop Arts area approved in September of 2023.

Breunig’s 43.59-acre portion of this site in Mansfield contains the T-5 Urban Center zone. T-5 multifamily and mixed-use have no max height and a minimum of 4 stories. Lot coverage is capped at 70%, but a robust 80% of each frontage must be lined by buildings, ensuring a dense, pedestrian-friendly streetscape.

Stepping down in intensity, the City-owned 14.36-acre portion has a T-4 Urban Transition zone would allow smaller multifamily and townhouse products up to 4 stories tall. Again, lot coverage is limited to 70%, with a more modest 60% frontage buildout requirement, providing a gentler transition to surrounding neighborhoods.

However, Commissioner Blake Axen's pointed questions underscored the complexity of making this deal a reality. Environmental studies must gauge the impact of the site's prior chemical zoning, while Mansfield and Breunig need to negotiate a partnership to deliver critical infrastructure upgrades.

The other question I have is about the infrastructure-mainly Mitchell Road. What does Mitchell Road look like with this redevelopment? It's also very close to the railroad. Is everything being considered?

Are there any environmental concerns with that site for redevelopment with the chemical plant?

The project was praised by DPFC Director Toledo for bringing affordable housing to the rapidly growing Bishop Arts area. Director Montgomery highlighted that the project will generate over 10 times more revenue for the City than the current property taxes. The DPFC Board unanimously approved the project.

Southeast Mansfield | 19.97 Acres | Approved

The City of Mansfield is rezoning this 19.97-acre site to S (South Mansfield Form Based Development). No developer is named as the City initiated the rezoning to align this key site with the Toll Road 360 Corridor vision.

The required special land assemblage plan will need to show the specific transect zone designation for this property (T-4, T-5, etc.), but those details are not provided at this stage since the current action is just the overall rezoning to the S district.
