Originally submitted in 2021 by the same applicant, the proposal sought to develop a 12.7-acre site at the corner of Wilmeth and Community. That initial request received a favorable recommendation from the Planning & Zoning Commission but was ultimately withdrawn so the applicant could acquire the additional adjacent land. After adding 5.97 acres, JPI plans to deliver an 18.7-acre multifamily product at a density of 25 du/ac.

JPI, represented by Miller Sylvan, has returned with a similar vision to transform this key corner into much-needed housing. While the site sits within an area designated as Commercial Center by the City's Comprehensive Plan, planning staff believe the overall demand for retail may be overestimated. Additionally, the proposal aligns with the plan's goals of providing diverse housing options accessible to all McKinney residents.

As before, the developer is requesting several deviations from standard multifamily requirements to make the project financially viable:

  • Reduced overall parking ratio to 1.75 spaces per unit.

  • Only 30% enclosed parking versus 50% typically required.

  • Relaxed design standards for covered parking structures.

  • Select screening requirement waivers along rear property lines.

In exchange, JPI has committed to going above and beyond the minimum requirements, promising 7 total amenities. All in all, staff felt confident in this housing-focused approach for the site.

There was no negative or positive feedback from the Commission. Vice-Chairman Lebo was the sole commissioner who posed a question.

While the types of amenities were not specified, the project received a resounding 7-0 vote of approval from the P&Z Commissioners. The updated proposal appears primed for a green light at City Council on February 20.
