New Texas state House Bill 14 and House Bill 3699 forced Mesquite to streamline their site plan approval process, making the city more “business friendly” for developers—Kenny Green, Council Member District 2.
ZTA 2023-04’s Impact
Site plans for multifamily can be approved administratively by the Director of Planning & Development Services (Jeff Armstrong, LinkedIn) instead of needing Planning & Zoning Commission approval first.
Shortening certain review periods to 15 days instead of 30+ days. Avoids need to use third-party reviewers.
Removing platting approval prerequisites is noted to prohibit things cities often required before starting the clock on plat approvals.
Updated appeal procedures provide more specifics on the process if an application gets denied. This gives developers more certainty on the rules.
